The City of Victoria embarked on a multi-stage procurement process to replace or refurbish the Victoria Fire Department Headquarters.
After evaluation of the market sounding and procurement process, the City of Victoria selected Dalmatian Developments as the successful proponent.
City staff and Dalmatian Developments collaborated on building location, design specification and negotiated a purchase and sale agreement based on a fixed-price project located at 1025 Johnson Street.
Dalmatian Developments contacted Pacifica Housing to establish an affordable housing project above the proposed fire hall.
The City of Victoria announced details of the fixed-price purchase and sale agreement to build a post-seismic fire hall.
Dalmatian Developments began community consultations with the local community association, neighbours and businesses.
March – August 2018
Dalmatian Developments presented an initial proposal for rezoning the Johnson/Cook/Yates property and a design for the Phase One fire hall and affordable housing building at a community meeting facilitated by the Downtown Residents Association Community Association Land Use Committee. Feedback resulted in significant changes, including the dedication of a large plaza, commitment to increased street-level setbacks and refinements to the proposed uses on the site.
Rezoning and Phase One development permit applications were submitted to the City of Victoria.
City of Victoria Advisory Design Panel recommended approval of the rezoning and development permit applications.
February 2019 – Present
Victoria staff presented the applications to Council’s Committee of the Whole and they were approved to proceed to public hearing. Dalmatian Developments and City of Victoria staff proceeded to develop agreements to meet conditions set out by Council.
BC Housing, through a multi stage approval process, has now approved the project through the Community Housing Fund, subject to rezoning of the Property.
The applications will be brought forward to Council for consideration for first and second reading.
